How to Make Spooky Halloween Cookies
- In a microwave-safe bowl, combine condensed milk and chocolate chips. Heat in 30-second intervals until melted and smooth.
- Sift cocoa powder into the melted mixture and stir until fully incorporated.
- Allow the fudge to cool for a few minutes until it’s thick but still pipeable.
- Transfer the cooled fudge to a piping bag. Pipe a generous amount onto one oatmeal cookie, then top it with another cookie.
- Place candy eyes on top of each cookie sandwich for decoration. Serve immediately or store in an airtight container.
