Method
 

Instructions
  1. Heat vegetable oil in a medium frying pot to 350°F, ensuring it's about 3 inches deep.
  2. Mix the filling by combining softened cream cheese, scallions, and garlic powder in a mixing bowl. Stir until smooth and creamy.
  3. Place about 1 teaspoon of the mixture in the center of each wonton wrapper. Brush the edges with water.
  4. Fold the wonton by bringing the corners to the center and pinch the edges firmly to seal.
  5. Fry in batches until golden brown, about 3-4 minutes, then drain on paper towels.
  6. Cool for 5-10 minutes before serving warm with sweet and sour dipping sauce.
