- Heat vegetable oil in a medium frying pot to 350°F, ensuring it's about 3 inches deep.
- Mix the filling by combining softened cream cheese, scallions, and garlic powder in a mixing bowl. Stir until smooth and creamy.
- Place about 1 teaspoon of the mixture in the center of each wonton wrapper. Brush the edges with water.
- Fold the wonton by bringing the corners to the center and pinch the edges firmly to seal.
- Fry in batches until golden brown, about 3-4 minutes, then drain on paper towels.
- Cool for 5-10 minutes before serving warm with sweet and sour dipping sauce.
