- In a large mixing bowl, combine ground beef, minced garlic, soy sauce, fish sauce, sugar, and chopped Thai basil. Mix everything together until well blended, ensuring the flavors meld beautifully.
- Take a spring roll wrapper and lay it flat on a clean surface. Place about 2 tablespoons of the beef mixture at one corner, then fold over, tuck in the sides, and roll tightly to seal. Repeat this process until all ingredients are used up.
- Heat vegetable oil in a large pan over medium heat until it shimmers. Carefully add the rolls in batches, frying for 3-4 minutes on each side or until they turn golden brown and crispy.
- Remove the fried rolls and place them on paper towels to drain excess oil. Arrange them on a serving plate and garnish with fresh Thai basil leaves and slices of red chili for an extra pop of color!
